Summary
TThe EU-Russia Cooperation Programme funded through Tacis (programme of technical assistance to CIS countries) has been designed to aid Russia in major economic and public developments by combining EU experience in market economies and democracies with Russia’s local knowledge and skills.

It focuses on support for reform of the institutional, legal and administrative sectors, as well as support to the private sector in the areas of economic development, social consequences of transition, and nuclear safety.

Russia has been the biggest beneficiary of support to the countries in the post-Soviet region receiving about half of all funding. Since 1991, when the Programme was launched, about 2.7 billion Euro in assistance has been granted to Russia and has been used in more than 1500 projects in 58 regions.

Evaluation of its expenditure programmes is in line with the European Commission priorities. Specific assessments including some aspects of cooperation in the area of the Private Sector Development (PSD), have been already reflected in studies earlier undertaken, e.g., by the EC Delegation to Russia and the EBRD , and it is important that the results of a new assignment are to be designed in a format most convenient for the Partner side consideration.

The EC initiative addressed to the support to the Russian Private Sector Development (PSD) in the context of the current evaluation is not limited by the projects implemented under the main National Action Programmes but spreads over relative actions funded from the regional Tacis initiatives (Cross-Border Cooperation, Programme for the Baltic Sea Region) and also includes other facilities, e.g., Small Projects, Institutional Building Partnership and Bistro programmes.

It is expected that the results of the evaluations will facilitate further development of attitudes to the future EU-Russia cooperation, in particular, under the Neighbourhood Instrument.
