EU Migration Policy – Evaluation of Preparatory Actions B7-667 Cooperation with Third Countries in the Area of Migration

Evaluation Objectives

The budget line B7-667 was established by the budgetary authority in 2001 to support cooperation with third countries in the area of migration. The appropriations are to finance programmes and projects in the framework of partnership with countries and regions of origin and transit in relation to migration and asylum. More specifically, they aim to offer specific and supplementary financial and technical assistance to third countries of origin and transit, so as to support their efforts to improve the management of migratory flows in all their dimensions. The preparatory projects in question were to be implemented and have their effects mainly in the relevant third countries.
At the same time, the High Level Working Group (Council) established action plans for Afghanistan, Iraq, Morocco, Somalia, Sri Lanka, Turkey and Albania, each with its own priorities.

Project Objectives

This evaluation on behalf of the European Commission has the following objectives:
· Assess the relevance and usefulness of the Budget Heading B7-667, the projects implemented and fields covered;
· Assess the efficiency of the Budget Heading B7-667;
· Examine the effectiveness of Budget Heading B7-667 (years 2001, 2002 and 2003) in terms of the achievements and results with a view to drawing lessons for the implementation of the Aeneas programme.

As with any evaluation, this exercise is designed to fulfil a dual purpose: firstly, from a backward-looking perspective, an independent evaluation of Budget Heading B7-667 is needed to demonstrate accountability; and secondly, looking forward, the aim of the evaluation is to ensure that lessons are learnt from experience that can be used to help improve future interventions. In particular, the results of the evaluation will be used to identify possible ways of improving the remaining B7-667-supported activities and the AENEAS Programme as well as feeding into the mid term evaluation.

· undertake interviews with project implementing orgasinations in Albania, Afghanistan, Austria, Germany and Italy;
· produce case studies on Albania/West Balkan and Arghanistan, including policy context analyses
· contribute to the overall report with analysis and recommendations for policy
