LAKIS
Strategic Planning until 2005 for
the Federal State Government of Lower Austria
Project Objectives:
navreme consulted the LAKIS experts of the Lower Austrian Federal State Government and organized a seminar for organizational development in St. Pölten. LAKIS is the digitized management system, which was introduced in 2001. "inorma" is the graphic mapping system developed and applied by navreme in order to visualise the strengths, weaknesses and visions for the management.

Methodology and Implementation:
First a needs analysis with the coworkers was accomplished (successes, changes and needs). Afterwards three scenarios for 2005 were painted: STATUS QUO; HORROR; IDEAL. On the basis of the information the Inorma map for 2005 was developed: LAKIS is first in the valley - then it develops into a port and and a communication center. First politicians were destroying peace, then ships (submarines and/or oiling anchors). Lakis is associated with an airline: It can take off but also be shot down. The legal office framework was seen as a barrier first, then as an opportunity recognized by partners. The sea is seen as bureaucracy, mainland as administration. Land reclamation is fosterd. The pictures were framed and can been seen at the walls of the office of the local government.
