Intern Eva Pomberger joins navreme as project assistant
After a three-months period of internship with navreme, Eva Pomberger
joins the navreme expert team as a project assistant as of January
2008. Ms Pomberger has been supporting the office move and set-up,
helped organise workshops and the office-warming party, assisted
in administrative matters, and already contributed to our EU-project
NESOR on Higher Education and New Social Risks via interviews and
input to the reports. Born in Mürzuschlag (Stiria, Austria)
she is a student of international relations at the University of
Vienna.

navreme supports Sakharov Center in Moscow
As the usual philantropy around Christmas, navreme in 2007 supports
the Saharov Center in Moscow. The Center is active in running a
permanent exhibition on Russia's history, organises events, publishes
and organises educational events on human rights and democracy.
However, it is facing a funding crisis: see our web page on social
engagement.

NESOR workshop in Reggio/Emilia on universities and social risks
The second workshop of the NESOR project, funded by the EU Commission
(Socrates Programme) is taking place in Reggio/Emilia in Northern
Italy, at the merged university of Modena and Reggio. Eva Pomberger
and Bernd Baumgartl participate in behalf of the navreme team, coordinated
by Fatma Mizikaci. Previous reports by all partners on the "Knowledge
Society" and on the "European Social Model" will
be discussed in terms of their relevance for Higher Education. In
2008, national conferences will stimulate discussion on the "Role
of Universities" vis-à-vis these social risks - which
is title of the Work Package jointly lead by the University of Reggio
and navreme. Amongst others, also a book is in preparation, with
the working title "From Here to There: Mileposts for Higher
Education Institutions" (i.e. the third part of navreme's HE
triology).

Evaluation in Russia continues with data collection and meetings
From 25 November to 5 December, further work was carried out by
Mr Baumgartl for the evaluation of EU-funded private sector support
to the Russian Federation. Meetings took place in Moscow, a focus
group was held in Yaroslav, and a number of (although not yet comprehensive)
reports and documents were collected. The Russian evaluators undertook
a trip to St Petersburg, in order to participate at the final conference
of a case study project: e-skills.

TT+ Workshop in Vienna on Trainers' Professional Development
The TT+ project, a EU-sponsored investigation into the roles and
careers vocational trainers and their professional development,
will hold a workshop in Vienna at navreme's new premisses, 22-23
November. Researchers from 8 countries will assist and exchange
on case study research, use cases, instances of innovation and scenarios
of practice. The project's innovative and creative method also includes
a module on visualisation of processes and policies, which is undertaken
by navreme in cooperation with icastic (IT).

Universities and Social Risks: input report sent to Budapest
The NESOR project, investigating the way universities deal with,
and what there role is in, social risks, is moving forward: a second
input report was produced by navreme, and sent to our partners in
Hungary who are responsible for work package on the "European
Social Model and national educational policies".

EU support to Private Sector Development in Russia - evaluation
started
The Inception Report of an evaluation of EU support to the development
of the private sector in the Russian Federation was sent to the
Delegation of the European Commission via our contractor Pohl Consulting
& Associates in Berlin. The evaluators are Bernd BAUMGARTL (team
leader) with Irina ALEXEEVA and Olga GOLISHNIKOVA. The report foresees
the application of standard evaluation tools like questionnaires,
interviews, field trips, focus groups, correspondents, plus document
study, in order to make sense of coherence, efficiency, effectiveness,
impact and sustainability of this aid. (At the same time, we are
studying Leopold Kohr's master piece "Development Without Aid",
written in the 1970s ...).

INTER-Alfa project advances towards curriculum on intercultural
education
Generously hosted by the University of Tarapacá, the second
workshop of all project members in Arica, in northern Chile resulted
in a shared understanding of issues at stake, approaches needed,
and contents preferred for a first version of the MA curriculum-to-be.
On the basis of needs assessments carried out by all partners in
the past months, their analyis, and workshop findings, a proposal
will be available before the end of the year. navreme, with the
hat of the evaluator, contributed analytical tools, a list of arguments
for marketing (to institutions and target groups), and a synoptic
table of stages of intensifying cooperation between Latin American
and European universities.

From Firenze (trainers careers) to Arica (intercultural education)
After work in Italy on the visualisation of the Leonardo-Project
TT+, aiming at designing a framework for the professional development
of trainers, the next engagement is in Chile: with the INTER-Alfa
project Luisa Lobo and Bernd Baumgartl will visit the Universidad
de Tarapacá in Northern Chile. Via the analysis of a needs
assessment in 10 participating countries, steps are taken towards
a M.A. curriculum in Intercultural Education, to be used in Europe
and Latin America.

Interviews in Austria for NESOR
Several interviews with university stakeholders for this EU funded
research have been held in South-East Europe over the past weeks,
by navreme's programme director in Turkey, Fatma Mizikaci. Interviews
in Austria were speeded up in October, by collaborators Luisa Lobo
and Eva Pomberger. A first interim report was sent mid October to
another work package (investigating social risks), the next report
is due mid November to work package 3 (on the European social model).
Our own work package, jointly with the University of ReggioEmilia/Modena
will produce a report in spring, on the "Role of universities"
- and a book in the navreme series on mileposts for Higher Education
(volume 7c).

Return from Moscow and water spill
The days following the evaluation mission to Moscow were busy with
tools finalisation, project selection and reporting - eventually
a draft inception report was sent to the contracted Consortium in
Paris and Berlin. Colleagues Irina Alekseeva and Olga Golnishnikova
continue to collect (obviously not readily available) information
on EU activities in Russia from EU offices... - meanwhile the office
aquarium in Vienna had spilled 140 litres of water into the carpet
and floor at Columbus Center. We are still busy with clean-up.

First evaluation mission to Russia
In the framework of the impact evaluation of the EU support to
private sector development in the Russian Federation, Dr Baumgartl
is in Moscow 21-28 October. Together with his 2 Russian evaluation
colleagues, he will participate in a briefing meeting at the Delegation
of the European Commission, and several interviews with stakeholders.

European Women Management Development Conference in Graz
The European Annual Conference of this major European women network
took place in Graz, on 19-20 October. Mr Baumgartl was invited to
participate as an observer, and engaged in exchange and discussion
on issues of mainstreaming of disadvantaged groups and management
of diversity, such as Ms Myrtha Casanova from Spain (Instituto Europeo
para la Gestión de la Diversidad, IEGD), Ms Angelika Chen
from Taiwan, or Ms Anke Fabian ("Inspirational Quality",
Germany). Incidently, Austria President Ms Ursula Boehle inspired
her speech by a study of navreme's CEO in Romania, Stefan Popenici
("Values in the Romanian legends, myths and faily tales"):
asking for advise, reliance on teamwork, and strive for beauty were
proposed also as values for women networking.

Opportunities in Romania: meetings, interviews, planning
A four-days visit to Romania allowed for a series of planning sessions,
involving Stefan Popenici (Director of navreme resurse umane), Fatma
Mizikaci (programme director of navreme bilgi gelistirme), and Florentina
Ion (the new co-owner of our Romanian branch); of interviews with
UNESCO-CEPES (Mr Vlasceanu), the Institute of Education Sciences,
and Hare Spiru University; of meetings with the Austrian Trade Delegation
and BeckerConsult (a company advising on EU funding); and a visit
at the (deserted!) BRIE University in Giurgiu. Opportunities definitely
exist: only in the next year 1 bn EUR will be released for (only!)
Human Resources Development under the EU programmes for (only!)
Romania...

New office and legal status for navreme in Vienna!
Since yesterday, navreme in Vienna has a new office at Columbusplatz
in Wien-Favoriten. Moreover, from now on it will act under the new
legal status of "navreme wissensentwicklung GmbH" (society
with limited responsibility). The new office address is Columbusplatz
8/2/4, AT 1100 Wien, where we join forces with another three companies,
all active in different aspects of communication: Columbus Center
Communication Cluster - 4c!

CSIC in Madrid announces Guide on Racism
Via an interview with navreme's researcher in residence 2006 and
2007, Dr.a Margarita del Olmo Pintado, the CSIC (Consejo Superior
de Investigación Científicia, the Spanish equivalent
of an Academy of Sciences), prominently publicizes the most recent
work of the INTER study group. The Guide to Talking About Racism
was published in 2007, the English version was printed as volume
8 of - and is available from - navreme publications. An ongoing
follow-up project between CSIC and navreme consequently focuses
on integration in schools. The news read "CSIC in a guide for
schoolchildren warns of 'camouflaged racism'" (full news in
Spanish). Further interviews with Ms del Olmo were published by
the Diario de Catalunya, Europa Press, and Radio Aragon.

Two applications for tenders in Turkey sent
navreme is a member in two consortia applying for EU projects in
Turkey: Capacity building support for the Ministry of National Education,
and Continuation of the Jean Monnet Scholarship Programme. The former
project's specific objective is to improve implementation capacity
and strengthened mechanisms of the Ministry of National Education
(MoNE) for an effective and efficient corporate governance of the
sector. The consortium consists of CIRPS (University of Rome, consortium
leader, IT), Inypsa (ES), and ZED Event Management and Consultancy,
Ankara, TR). The second project is to develop human resources in
Turkey and to broaden young people’s perspectives and perceptions
of the European integration through post-graduate studies which
will improve quality of negotiation process for accession. This
application was sent under the lead of PRO Management GmbH in Essen
(DE), CIRPS (University of Rome, IT) and with SIT (Strategic Communication
Design Consulting Co.) in Ankara (TR).

New opportunities for regional development investigated in Bulgaria
A series of meetings with network partners took place in Bulgaria,
20-23 September. Mr Baumgartl met Dr Tzako Pantaleev, to plan for
next steps towards the registration of a navreme network company
in Dalbok Dol (Trojan region). Under the name navreme sostra (after
a nearby Roman settlement), the new enterprise is to engage in projects
for regional development, or cross-border cooperation with our company
resurse umane in Giurgiu (Romania). Finally, a pilot feasibility
study was conceived to identify possible activities for young business
women outside the capital, on behalf of a major European womens'
network.

MobiSem project approved by Austrian Science Community
This 2008-10 project is executed under the lead of the University
of Vienna's Department for Distributed and Multimedia Systems, jointly
with pSolutions, navreme wissensentwicklung in Vienna and navreme
boheme in Prague. Under the title "Mobile Semantics: Offline
Availability of RDF Repositories", the project will propose
an extension to the existing infrastructure of Semantic Web applications,
which are mainly based on RDF stores and SPARQL endpoints. We aim
to interpose components that analyze various information sources
of semantic applications (including ontologies, queries, and expressed
user interest) and use this for selection of parts of the RDF data
bases, which are then made available offline using a proxy SPARQL
endpoint. Also, we aim to develop user interfaces for such a system,
which can be used by non-expert users.

Comenius network on intercultural education financed by Comenius
(EU)
The EU's Lifelong Learning programme for general education and
teacher training (Comenius) will finance the set-up of a thematic
network: "INTER network (134367-LLP-2007-ES-COMENIUS-CNW).
Intercultural Education. Teacher training and school practice".
Under the experienced coordination of our partner UNED (the Spanish
University for Distance Education), navreme and 30+ institutional
partners will regularly meet over the next 3 years to apply and
further develop training materials in the field.

New EU Leonardo project OBSERVAL approved
OBSERVAL, a new project under the EU's Leonardo programme for vocational
education will start in autumn. Its main objective is "to create
a permanent European Observatory on validation of non formal and
informal learning based on a network of national experts (including
actors from learning and training organisations in all sectors,
from NGOs) having a leading role in their countries and a global
vision of existing practices. navreme in Vienna will undertake measures
for validation and monitoring, and a short feasibility study on
the idea of European Observatory. The proposal is coordinated by
the Brussels-based representation of the European University Continuing
Education Network (EUCEN), and will be realised with 30 partners
across Europe, including navreme boheme in Prague.

Summer issues of on-line magazin for SMEs
Erfolgs.at have published their issues 04 (July) and 05 (August),
on "Kinderkrankeiten (infant illnesses)" and "Sommerloch
(summer gap)". Mr Baumgartl contributes a regular column with
title "Building Europe". The infant illness (learning
occasion) of the EU was poor management of the constitutional procedure
(and they corrected it meanwhile with the June Treaty); the EU summer
gap task would be to get the West Balkan on board ASAP - no noticeable
costs for the EU, enormous benefit for the Balkan.

A guide to talking about racism published as volume 8
As a follow-up to the analysis of interviews with teenagers on
racism in Spanish schools (vol. 6, "Racism - a teenagers' view"),
a guide with teaching and training materials, that help to address
questions of racism in the classroom and school-life, has been produced
jointly with Spanish colleagues. Whatever diversities exist in our
school-classes, the only way to address the resulting difficulties
is to learn to manage them. The Guide draws on the work of our joint
project on integration in schools, and its English version came
back from our Macedonian printing house recently. It is now available
for orders at navreme (publications@navreme.net) or via amazon.

Case Studies on Balkans and Afghanistan finalised for evaluation
of migration policy
Final versions of analytical case studies by Mr.s Baumgartl and
Daxner on the Balkans and Afghanistan have been sent to our British
partners of CSES. The evaluation objective is to assess the efficiency
and effectiveness of EU budget line B 7-667, which between 2001
and 2005 financed cooperation with third countries in the field
of migration policy. This is now continued in the Aeneas Programme
of the European Commission. Key Evaluation Issues included additionality,
coherence with other EU-supported programmes, the role of the Commission
in implementation, or policy implications for cooperation between
the EU and third countries in the field of migration. The upcoming
final report is for the attention of DG Justice, Liberty and Security
in Brussels.

a-stra 2007 implemented with artist David Jourdan
a-stra, navreme's cooperation with artists (art for/of strategy)
in 2007 will feature David Jourdan. David is a French concept artist
living in Vienna, who employs diverse media and language to launch
his cultural and political messages in public space. His 2004 poster
campaign "willkommenimwunderland" (welcome to wonderland)
framed a critical counter message on occasion of the EU enlargement.
He also runs a publishing scheme of art books. The product of our
cooperation is planned to be presented on 12 October, Columbus Day,
in the new communication cluster office.

Cooperation with Cluj, Krems and EID to substitute for discontinued
Schlaining, Torino and Salzburg
Due to a wealth of new assignments, and the need for change and
development in all our tasks, navreme's executive has retreated
from a couple of long-lasting activities. Teaching at the European
Peace University in Schlaining (AT, since 1999), at the ILO Master
Programme in International Development (IT, since 2003), and at
the Salzburg Seminar (now Salzburg Global Seminar) and its International
Study Programme on Global Citizenship (AT, since 2004) will be continued
by other colleagues. Also serving as the coordinator of the alumni
chapter of the Salzburg Seminar has come to an end. Instead, new
cooperation has been agreed and started with the Peace Institute
PATRIR in Cluj (RO, peace training), with the University of Krems
(AT, programme on intercultural competences), and the EID (European
Institute for the furtherance of Democracy, www.eid.at) - where
Dr Baumgartl was elected president recently.

Publications by network members in Macedonia
Dr Robert Dimitrovski, who collaborated with navreme in Macedonia,
together with Dr Jove Kekenovski has published the book “Principles
of the Public Administration” in Macedonian, and also in Albanian
for Kosova. In 2007 the same authors edited “Public Administration”
in Macedonian. Finally, Dimitrovski and Vladimir Pivovarov authored
a book on "Diplomatic and Consulate Matters", also in
Macedonian.

Farewell Alfred Ebenbauer +
Alfred died on 11 August. Besides his manifold public functions,
he was a wonderful friend, motivating adviser and inspiring mentor
of our work. Last year, he acted as the keynote speaker at navreme's
fifth anniversary: "Networking from the Middle Ages to the
21st Century" (download) was his witty and wise intervention.
Our cooperation in Higher Education reform projects ranged from
Baku and Skopje to joint teaching at the Salzburg Seminar's University
Project and International Study Programme.
We are shocked and sad, and will miss him a lot.

Evaluation and visualisation for TT+ project on trainers
Evaluation Brief 2 was submitted to the partners in the Leonardo-financed
project "TT+". TT+ will investigate case studies on training
in European companies, in order to distill ideal-typical scenarios
of training. Elements of innovation will then be individuated, to
be followed by "use cases" of innovatory training practice.
Eventually a contribution will be made towards the development of
a framework for the professional development of trainers, including
policy recommendations (see a more detailed project description
here). The accompanying evaluation by navreme includes a visualisation
of project methods and findings, carried out jointly with ICASTIC
in Florence. The next workshop will take place in Vienna in November,
at navreme's new premises.

Proposal to Austrian science community on mobile solutions for semantic
web technology
The proposal for a three-year research project was submitted for
funding by the University of Vienna (Prof Wolfgang Klas, Department
of Distributed and Multimedia Systems), and pSolutions (Martin Povasay),
an ICT company and the future office partner of navreme, with navreme
in Vienna (Bernd Baumgartl), and navreme boheme in Prague (Petra
Jedlicková). Aim of the project is to provide technology
that enables applications and systems built upon Semantic Web technology
to work independent from a network connection to their database,
but instead use a intelligently chosen subset of the data which
is made available off-line via mobile solutions, using intelligent
algorithms.

Expression of Interest sent to World Bank for Legal Reform Project
in Mogolia
Together with the Vienna-based organisation Nexperity, navreme
expressed its interest to the World Bank to conduct an Impact Evaluation
Survey in Mongolia. The aim of the evaluation is to assist the Government
of Mongolia and the World Bank to evaluate progress achieved in
the Legal and Judicial Reform Project in the implementation of the
three main project components, to assist in the identification of
lessons learned, and to identify potential recommendations for future
assistance. Experts proposed are Mr Marco Lorenzoni (Bridges, Brussels),
Mr Bernd Baumgartl (navreme, Vienna), and 4 Mongolian experts: Narantuya
Mend, Ulziisaikhan Luvsandorj, Ganzorig Dondov and Gelenkhuu Tumennast
(Nexperity, Vienna).

New name and activities for navreme in Turkey
navreme bilgi gelistirme (meaning "navreme knowledge development")
has started delivering online courses on EU project management for
the first time in Turkey. The courses are being delivered in cooperation
with (Interaktif Akademi) in their interactive studios in Ankara.
The courses in Turkish are offered to national and international
online linkers. Courses in English will start as of 15 August. Upon
completion of courses the participants are awarded a certificate
by navreme knowledge development. navreme online courses on “training
of trainers”, “training of evaluators” and “communication
skills” are already in the pipeline.

Evaluation of Private Sector Support to Russia assigned
Under a framework contract with our partners Eurotrends in Paris,
the "Evaluation of Private Sector Support and its Links with
Private Sector Development Policies" was assigned to an expert
team, of which Bernd Baumgartl is the team leader. Under the EU-Russia
Cooperation Programme, the object of evaluation is the Russian Private
Sector Development (PSD). The evaluation is to address "the
achievements of completed and ongoing projects of the EU-Russia
Cooperation Programme in Russia in the area of support to the private
sector development". It will mostly focus on Enterprise Restructuring
and, in particular, Small and Medium-sized Enterprise support projects.
Implementation will last from October 2007 to April 2008.

Approval of workshop at world congress of anthropolgy in China
The proposal sent by the joint project with Madrid "Welcome
School - Escuela de Bienvenida" (on integration of immigrants
in schools) to organise a workshop at the 16th ICAES (International
Conference of Anthropological and Ethnological Sciences) was accepted
by the organising committee. The conference under the title "“Humanity,
Development and Cultural Diversity” will take place in Kun-Ming,
China, on 15-23 July 2008. navreme's current researcher in residence,
Magarita del Olmo and Caridad Hernández, professor at Complutense
University will lead the session on "Social Encounters of Cultural
Diversity in Urban Areas", which draws heavily on the research
under this project.

Concluding evaluation brief on DEQU-Leonardo project
As the accompanying evaluator of a major EU-sponsored project on
improving stakeholder relations of technical universities and universities
of applied sciences, navreme boheme in Prague completed its contribution

issues of (rich) dissemination and capitalisation by members, on
(successful) valorisation by partners from Bulgaria, Hungary, Poland
and Turkey, and on (substantial) empowerment of project participants.
A separate analysis of valorisation activities is being produced
by Fatma Mizikaci. Some further results of DEQU (paper "From
Interaction to Integration") are included in the navreme publication
vol. 7b, on "Milestones for European Higher Education".

navreme resurse umane opens in Romania
Jointly with the Romanian researchers Dr Stefan Popenici, Ms Nadia
Tarnoveanu, and Mr Cirprian Fartusnik, navreme resurse umane slr
is set up in Giurgiu, Romania. Official registration takes place
on 10 July, Mr Baumgartl will be the majority owner, and Mr Popenici
the CEO of the new company. The Romanian nod of the network will
focus on innovation in education and "imaginative education".
Projects will be of national, international (eg. with Georgia),
and European dimension.

Strategic planning for navreme in Turkey with Dr Mizikaci
In Vienna, a series of working meetings and strategic discussions
on the set-up and future activities of navreme in Turkey took place
during the visit of Dr Fatma Mizikaci from Ankara. Ms Mizikaci will
lead the NESOR project on the role of European universities for
navreme. In the coming weeks, final agreements will be made with
respect of formal registration of a network nod in Ankara. The new
company will also undertake activities in Northern Cyprus.

Meeting with Michael Daxner, new President of Magna Charta
navreme senior expert Prof Michael Daxner paid a visit to the navreme
office, in order to discuss ongoing collaboration (evaluation of
EU cooperation with third countries in the field of migration, NESOR
project on the role of universities with regard to the European
Social Model, participation of Mr Daxner in the future GmbH/srl).
Mr Daxner has been elected President of the European Magna Charta
in Bologna recently.

UNESCO publication on non-public universites ready, including navreme
contributions
A comprehensive volume was eventually published by UNESCO, concluding
the research process on "Private Higher Education in Europe",
which had started in 2004, and culminated in the Warsaw Conference
in November 2005. Two contributions in the book are from navreme
partners: Fatma Mizikaci describes the situation in Turkey (pp.
483-518), and a joint conclusion by Jochen Fried, Anna Glass and
Bernd Baumgartl takes a bird's view and analyses "Shades of
Privateness: Non-Public Higher Education in Europe" (pp. 585-664).
The publication was edited by Mr.s Wells, Sadlak and Vlâsceanu
under the title "The Rising Role and Relevance of Private Higher
Education in Europe", and was published in the UNESCO series
"Higher Education for a Knowledge Society" by UNESCO-CEPES
in Bucharest.

Workshop on policy recommendation for European Commission
The evaluation team who was charged to investigate the outcome
of the first three years of EU cooperation with third countries
on migration policy met in Vienna: CSES from the UK (Jack Malan
and Annamari Salonen) and navreme (including Fatma Mizikaci, Luisa
Lobo and Bernd Baumgartl, but unfortunately without Michael Daxner),
Katharina Demel (CORE) and Bernhard Perchinig from the Austrian
Academy of Sciences. The workshop aims at revising the interim report,
and at outlining policy recommendations for the ongoing AENEAS programme
in the same field.

INTER-ALFA workshop in Madrid with Latin American partners
Luisa Lobo de Rezende and Bernd Baumgartl participate at the first
face-to-face meeting of our new project with Latin America in intercultural
education financed by the EU (ALFA). Coordinators are the University
of Veravruz (MX) and UNED (ES). Double aim of the project is to
identify teacher training needs in all participating countries from
an intercultural education perspective: a. Images of diversity:
what and how cultural differences are addressed; b. Educational
policies and laws regarding cultural diversity; c. Teacher training
initiatives in higher education (goals, contents, audiences, resources,
evaluation). On the basis of this analysis we will design a Euro-Latinamerican
teacher training proposal (face to face and ODL education) in year
2.

Salzburg Seminar - 60 years "intellectual Marshal Plan"
Solemn and future-looking festivities took place at Schloss Leopoldskron
this weekend, on occasion of the 60th anniversary of the Salzburg
Seminar. Austrian Federal President Heinz Fischer provided the keynote
on "Europe: Then and Now", followed by Andrew Moravcsik
from Princeton on "The Future of the European Union".
Another fascinating presentation lead to the strategy and policy
of the British Museum. During discussion, when asked by Mr Baumgartl
what a Musée de l'Europe (which is actually prepared for
in Brussels) should contain, the Museum's director Neil MacGregor
answered: "it can not be about Europe alone - it must contain
Europe in the world, and the world in Europe"! Mr Baumgartl
had been invited as one of the Special Guests due to his chairmanship
of the Austrian Alumni Chapter of the Seminar, sometimes half-jokingly
referred to as the intellectual Marshal Plan.
PS: The Seminar changed name, and from now on will be the "Salzburg
Global Seminar"...

Quality Award "CMC" for Mr Baumgartl
During the annual celebration of best practice within the Austrian
consulting sector in Salzburg, Dr Bernd Baumgartl was awarded the
title "Certified Management Consultant" by the Austrian
Chamber of Commerce. CMCs are recognised in 40+ countries around
the world, and are conditional on a thorough process of revision
and examination of portfolio projects. The highly formal Gala evening
contained a however stimulating part, i.e. a lecture of extreme
climber Thomas Bubendorfer, also called a "philosopher of success".

Dr.a del Olmo starts as "researcher in residence"
Under a grant agreement between the Austrian Academy of Sciences
and its Spanish equivalent CSIC (Consejo Superior de Investigación
Científica), anthropologist Margarita del Olmo will spend
six weeks in Vienna, as researcher in residence at navreme. Cooperation
dates back to 1999, e.g. the INTER project or the ISP of the Salzburg
Seminar. Ongoing joint projects include "INTER-ALFA" on
intercultural education, the project "integration strategies
and prevention of racism in schools", and a teacher guide "Racism:
what it is and how to talk about it" (forthcoming as navreme
publication vol. 8). Moreover, Dr.a del Olmo will continue her research
and interviews on integration policy by identifying relevant practice
and innovation in the Viennese school system.

Cooperation with CORE intensifies by joint seminar on evaluation
CORE is a specialised evaluation company in Vienna, with sophisticated
expertise in the fields of migration and integration (see www.evaluation.co.at).
Via an agreement of cooperation, CORE and navreme will share knowledge,
resources and an office. The first joint activity is the ongoing
evaluation of the European Union's cooperation with third countries
in the field of migration. Moreover, on 16 June, a seminar session
will be held together for those students of development policy at
the university of Vienna, who are taking a course on "evaluation"
with CORE's director Katharina Demel. Bernd Baumgartl presented
the navreme approach to process evaluation, and our game "LUDOVALUATE",
a game to learn about evaluation practice.

Evaluation protocols sent to British partners
A series of evaluation interview protocols was sent to our partners
in England, who act as the principal contractor with the European
Commission: CSES. The evaluation objective is to evaluate budget
line B 7-667, the pre-decessor of the Aeneas Programme, which between
2001 and 2005 financed cooperation with third countries in the field
of migration policy. Projects which were interviewed by navreme
were implemented by IOM (Tirana and Kabul) in Albania and Afghanistan,
UNHCR (Kabul) in Afghanistan, CISP (Roma) in Algeria, COOPI (Milano)
in Algeria and Senegal, Tampep (Turino) in Nigeria, IntEnt (Den
Haag) in Morocco, Bundesamt für Migration und Flüchtlinge
(Bonn) in Turkey, and ICMPD (Vienna) in Sri Lanka, the Balkan, and
the Mediterranean. The interim report has been recently approved
by DG Justice, Liberty and Security in Brussels.

Conference of peace network TRANSCEND
On behalf of navreme Betina Halmschlager and Bernd Baumgartl (last
day only) participated at the global network meeting of the peace
network TRANSCEND in Vienna today. The network has several hundred
members worldwide, who teach peace theory and conflict resolution
tools, many of which were developed by network founder Prof Johan
Galtung. Given the announced retreat of Mr Galtung, intensive discussions
took place about the future leadership structure of the network
and its 13 regional centres. Cooperation with the peace centre PATRIR
in Cluj (RO) was agreed in an exchange with its director Kai Frithjof
Brand-Jacobsen. At the end of the meeting, Mr Baumgartl was interviewed
by a peace radio station (www.friedensnews.at) on the results of
the conference.

Seminar on stress prevention: mindful being
Mr Baumgartl was participant at a seminar lead by Maria Menz (mediatorin.at)
and Patrizia Collard (www.stressminus.co.uk) in Sivas (Crete, GR)
from 2-9 June. The sessions around the theme of "Mindful Being"
contained a mix of self-reflection, meditation and constellation
work, connecting both professional and private issues. In addition,
coaching sessions were held with individual participants.

NESOR planning meeting near Firenze
To plan the detailed realisation of the work stage 5 ("the
role of universities") during the NESOR project, Michele Mariani
(University of Reggio-Emilia/Modena) and Bernd Baumgartl (navreme)
had a one-day meeting in Impruneta (Chianti). A succinct interpretation
of tasks and content was agreed, which will allow a series of interviews
and focus groups, not at national level, but in a thematic and transnational
setting, based on relevant experience of institutions and systems.
A second meeting took place at the European University Institute,
to discuss migration questions with Rainer Bauböck. He had
been hired by the EUI as chair in political sciences.

Video conference with project partners in Europe and Latin America
Today a video conference took place within the framework of the
recently started INTER-ALFA project. The project will develop materials
for a M.A. programme in Intercultural Education, based on materials
of our INTER Guide, but adjusted to the situation in México,
Chile, Ecuador and Colombia. For the first time we heard and saw
our partners from these countries, as well as the "old"
European partners from España, Reino Unido (UK), Irlanda,
Letonia (Latvia) - and Austria. The first face-to-face project meeting
will be in Madrid, end June.

Co-mentoring three PhD candidates - virtual PhD seminar created
Three former students are in the final stage of their PhD dissertations,
and have agreed to a informal mentoring cooperation with Bernd Baumgartl:
Nina Kolybashkina from Simferopol (EPU Schlaining 2002, UA, at Oxford
University), who works on "Theory-based evaluation methods
for participatory community development policies"; Selma Muhic-Dizdarevic
(CEU Budapest 2002, YU, at Charles University in Prague), who writes
on "Immigration and Integration Policies of the European Union
and the Czech Republic and their Relation to Civil Society Organizations";
and Simona Velea (CEU Budapest 2000, RO, at University of Bucharest),
who investigates "Programme Evaluations in the Field of Education".
Aim in all three cases is to finish with high quality - and ASAP.
This is why a restricted space at navreme's platform has been created
to serve as a virtual PhD seminar.

Planning workshop on role and professional development of trainers
in Romania
The second meeting of a EU/Leonardo project is held in Sinaia (RO).
TT+ (teacher training plus) members will aim at defining the methodology
of use cases for a Europe-wide examination of issues involved in
the training and professionalisation of trainers in the European
Member States. One of the main project results (see web-site ttplus.bazaar.org)
should be a framework for the continuing professional development
of trainers. Partners are from Germany, Greece, the Netherlands,
Portugal and Romania. navreme was charged with the accompanying
evaluation of this two-years project, and at the meeting in Romania
will propose to the partners innovative ways to visualise concepts
and findings. BTW, this was the cheapest flight ever: 80 Euro-Cents
for Vienna-Bucharest-Vienna!

Founding stone laid for navreme university in Second Life
The founding stone for a virtual university, and first virtual
nod of the navreme network, in Second Life was laid today by our
colleague Jakub Štogr from navreme boheme. See a photo of the
small island, which will soon host seminar facilities, offer courses,
feature seminars, and - contain a library, currently under construction
by Petra Jedlicková and her students at Charles University

New trainings and cooperation by navreme türkiye
New trainings and cooperations in Turkey: navreme türkiye
signed a one-year protocol of cooperation with the virtual training
institution Interaktif Akademi (www.interaktif.com.tr) for the delivery
of online EU Project Management courses. Six navreme türkiye
trainers will be in charge to execute e-training for the Ankara
Chamber of Trade (ATO) and the Union of Chambers and Commodity Exchanges
of Turkey (TOBB). The new partnership also plans to establish distance
joint programs with prominent European Universities. With Plus Akademi
(www.plusakademi.com.tr), another partner in Ankara navreme türkiye
delivers a seminar for the METU Student Union on 23 May 2007. Last
not least, a project partnership with Rönesans (renaissance)
of Istanbul has also been fashioned with a visit of programme director
Dr Mizikaci to Rönesans Institution last week.

e-Caucasus project is approaching completion
The European Union supports the use of Information and Communication
Technology (ICT) in the South Caucasus Region. In a Technical Assistance
project Universities and the national Research and Educational Networking
Associations (ARENA for Armenia, AzRENA for Azerbaijan, GRENA for
Georgia) has been provided with Hard- and Software and with expert
know how to develop distance learning / e-Learning applications.
In each country a development center (content factory) with the
adequate technical equipment and a team of experts has been established.
In close cooperation with local universities internet based lectures
has been developed. Since October 2005, and until September 2007
the IMC consortium and its team leader Dr Helmut Schramke of navreme,
who had been selected by the EC manage and support this project.

Potential new partner in Turkey
Dr. Mizikaci held a meeting with Turkish Rönesans (www.rdbe.com.tr),
namely “Institute of Transformation Sciences” on 10
May in Istanbul. Rönesans is an expertise network on know-how
for organizational development, training and consultancy providing
solutions and models with hands-on practice. Possible cooperation
and networks share between navreme and Rönesans were agreed.
Cooperation on re-engineering organizations, corporate governance,
institutional effectiveness, modeling systems, EU projects and trainings
are potential agreement points.

Exams for CAJTIG's Macedonian students
Final exams of courses for Macedonian students of economy and entrepreneurs
(amongst them dentists) are held this weekend in Skopje (MK). A
commission of Macedonian professors and cajtig's director Bernd
Baumgartl will examine participants' progress and theses on the
themes of "Leadership in Management" (LEAD 1) and the
third-level course started in autumn 2006 on "Enterprise Success
by Teamwork" (TEAM 1). Certificates of achievement will be
awarded thereafter.

Golden EU Lifelong Learning Award for VQTS project
The VQTS project, coordinated by our colleagues of 3s, and evaluated
jointly by Pontydysgu and navreme, has again received an EU award
(the second one after the Helsinki Award 2006). At an award ceremony
held in Berlin on 6-7 May for the launch of the Lifelong Learning
Programme, the new flagship EU funding programme in the area of
education and training, 18 outstanding projects under the ERASMUS,
COMENIUS, GRUNDTVIG, LEONARDO DA VINCI and JEAN MONNET programmes
were awarded the 2007 Lifelong Learning Awards. The VQTS project
was awarded with the Lifelong Learning Award in GOLD! This means
that the VQTS project was selected as the best one from more than
2000 Leonardo projects! Pictures of the awards ceremony and some

Giro d'Italia with diverse navreme tasks
Mr Baumgartl was in Turin for another module of the M.A. Programme
run by the University of Turin and the ILO training centre: "Training
Beyond Transfer: Empowerment, Activities and Budget". He also
held an evaluation interview with TAMPEP, an NGO assisting refugees,
to hold an interview on a major EU-Project with Albania, Nigeria
and Morocco (ALNIMA). In Milan he interviewed COOPI (the Italian
development cooperation), and met with CESPI in Rome - all for the
evaluation. A NESOR project meeting with our partner University
of Reggio Emilia in Florence, and with Economisti Associati in Bologna
complete the tour.

Michael Daxner interviews in Afghanistan
In an evaluation assignment commissioned by the European Commission
and carried out jointly with CSES (UK), navreme's experts are busy
undertaking interviews with project coordinators, partners and stakeholders
across Europe and - also in Afghanistan. In order to provide the
Commission with recommendations regarding its cooperation with third
countries in the field of migration policy, Prof Daxner has just
returned from Kabul (AF), where he met with UNHCR and IOM, amonst
others. An interim report is due mid May.

Intercultural Competences Teaching in Krems
Bernd Baumgartl served as a lecturer at the Danube University in
Krems, on intercultural competences. 27-29 April, these were analysed
and discussed in a seminar with MA students and professionals on
the basis of examples of and experiences from transnational European
projects. Culture is understood in the broadest way, as comprising
all attitudes, behaviours and multiple identities which people bring
into trans-cultural cooperation. Specific needs settings were identified
with a view to communication and conflict prevention in intercultural
cooperation. Eventually, traps and preventive tools for transnational
projects were elaborated for own interventions, containing elements
of clarification and a checklist for transcultural cooperation.

Brief on European culture policy sent to Amsterdam
In preparation of the 2008 Year of Intercultural Dialogue, the
European Cultural Foundation has asked us to conduct interviews
with a number of foundations which have a particular focus on fostering
and promoting active European citizenship and appreciation of cultural
diversity based on common values. However, before addressing this
in a comprehensive format, we opted for a brief with 5 questions,
followed by a fictious discussion on the themes of culture and integration,
conducted by two archetypical antagonists: Travnicek and his “friend”
who represents the mainstream voice of the ‘Gutmensch’,
somewhat mimicking the line of foundations as they present themselves
in their published materials. Travnicek, on the other hand, is the
typical nagger who finds fault in everything and is only seemingly
ignorant, yet full of pointed and somewhat grim pessimism about
the prospects of integration and a multi-cultural society. The play-acting
serves as a heuristic tool and concludes with 5 provocative hypotheses
that are meant to guide us through the empirical work for this study.

"International Higher Education" includes analysis by

A new issue of the on-line journal International Higher Education
was published by Boston University. Amongst others, it contains
short papers from the November session of the Salzburg Seminar on
Higher Education and Demography. From navreme, Jochen Fried co-authored
the umbrella paper, and Fatma Mizikaci and Bernd Baumgartl in their
contribution summarise demographic trends in European Higher Education.

Final workshop of DEQU project greatly enriched by valorsation partners
DEQU, a EU-financed project to development quality at technical
universities across Europe, held its last workshop in Prague, 19-21
April. "Old" DEQU partners (from AT; CZ; ES; FI; UK) have
concluded their work on key processes (www.dequ-info.net) how to
improve stakeholder relations. The "new" valorisation
partners from BG, HU, PL, and TR have extended these processes with
a view to the specific situation at their organisations, challenged
the DEQU model in a productive manner, and deepened the understanding
of the DEQU sequence and complexity of processes of stakeholder
inclusion - in other words, true added value and - "valor"-isation.
Parts of the DEQU cognisance are contained in the twin-volume on
higher education, published by navreme.

Virtual Conference by INTER-ALFA project on intercultural education
held
The first activity of this project was a virtual conference, to
clarify project objectives and a timetable. The project is part
of EU-ALFA, a programme of co-operation between higher education
institutions of the European Union and Latin America, and will elaborate
a proposal on Intercultural Education at the Euro-Latin-American
post graduation level. Based on a proposal by the INTER project
group for expansion of the 2002-2005 INTER project to Latin America,
the work plan foresees a localisation of teacher training materials
on intercultural education developed for Chile, Columbia, Ecuador
and Mexico, starting in early 2007, and involving INTER partners
from Austria, Ireland, Latvia, Spain and the UK.

Concluding workshop of EU-project on stakeholder relations of universities
The DEQU project was started in 2005, and has developed a framework
of stakeholder relations for (technical universities). Partners
are companies, universities and higher education agencies from 6
countries (Vienna - AT, Castelló - ES, Jyväskylä
- FI, Prague - CZ, Leeds - UK, and - navreme boheme s.r.o (CZ, evaluator).
A second group of validation partners in Prague present their experiences
with the DEQU method: unversities of Varna (BG), Debrecin (HU),
Cracov (PL), Bratislava (SK), and Ankara (TR). DEQU is holding its
final workshop in Prague 19-21 April. The cordinator is navreme's
partner firm 3s Unternehmensberatung GmbH (AT), and detailed information

Teaching at European Peace University
Bernd Baumgartl is again guest professor at the Master's programme
of the European University Centre for Peace Studies. The one-week
course will address the "Design, Management and Evaluation
of Peace Projects", and contains the presentation and application
of tools for management, evaluation theory, a simulation of a call
for proposals, and the evaluation game ludovaluate. Students from
all continents are about to finish their year of studies, to be
completed by Master thesis.

Evaluation Meetings in Tirana on migration

in the field of EU cooperation with 3rd countries in the field of
migration policy, commissioned by DG Justice of the European Commission,
Mr Baumgartl is in Tirana. With the support of network partners,
he is holding meetings with International Organisations, EU, Member
States representatives, NGOs - and of course national government
officials. Much of the problems in recipient countries, for Albania
and for the migrants is due to the restrictive visa regime of the
Member States, according to the prevalent view of interviewees.

Planning and coaching meetings in Vienna
Dr Tzako Pantaleev and Dr Helmut Schramke, two navreme veterans,
were in Vienna, and met with Bernd Baumgartl for planning meetings.
One issue is the creation of another navreme nod in Bulgaria, in
Dalbok Dol: "SOSTRA dnd". A project tracer study in Botswana
was another issue; and the ongoing search for a partner organisation
to share office, infrastructure and staff is another major theme,
also in the coaching process for strategy, with coach Anita Rainer
of bab consultants.

important question is the relationship between education and training
systems and informal learning. There is currently much attention
paid to informal learning at a policy level. As such the concern
is to develop an exchange value to learning which at present is
seen only as having use value. A better approach might be to recognise
the use value of informal learning through profiling learning in
non-constrained (e)-portfolios. Such an approach would provide a
major move to learner driven learning where all learning is valid
rather than only recognising that learning supported by qualification

Applications for three more new EU projects
navreme has subscribed to three more proposed projects for the
imminent call by the European Commission's education programmes:
with EUCEN from Brussels (BE), we are going to operate as a partner
to carry out a project on a European observatory of validation of
non-formal and informal learning; with ADPM from Mértola
(PT), we intend to carry out the project "learning without
barriers" on adults' education; and with APQ–CISL from
Roma (IT), in the Leonardo da Vinci programme a project with the
acronym Open K-Net, on transfer of a model of Complex Learning to
create a professional profile for “Distributors of Know-How”.

Second book on higher education in print
Also Volume 7b of the navreme|publications series ("From Here
to There: Mileposts of European Higher Education" - ISBN 9989-50-049-5.
191p.) will be available shortly. Its editors are Bernd Baumgartl,
Fatma Mizikaci, and Dean Owen. While the first part dealt (7a) with
some of the ‘big issues’ that are high on the agenda
of almost any policy debate about higher education globally (see/click
post of 27 February below), the second part of this volume (7b)
moves from policy to implementation, from the general to the specific,
and from the long-term to the present. We take a closer look at
a number of navreme projects with a particular focus on developments
in East and Southeast Europe: there is "general commitment
and energy to implement Bologna. Nevertheless, and not only in South-East
Europe, patterns of difficulties are different in each country in
nature, and frequently the Bologna Process is clashing with inertia
and fear of change...".

Interviews on EU Migration Policy held with NGOs in Den Haag and
Vienna
In the framework of the ongoing evaluation of the first years of
"Evaluation of Preparatory Actions B7-667 – Cooperation
with third countries in the field of migration", an interview
was held with a Dutch NGO active in Morocco. Migrants to the Netherlands
are supported to set up businesses back in Morocco. Another NGO
is providing humanitarian help to illegal would-be-immigrants outside
the EU/Slovak border. Mainly Asian migrants are detained in camps
in Western Ukraine under poor conditions. Subsequent analysis of
further cases will show, if these interventions contribute to a
meaningful solution of the migration challenge at European level.

Replies by Austrian authorities on impediments to cooperate with
non-Austrian experts
navreme tried first to hire competent staff who happen to be non-EU
citizens; a work permit was first refused, and then issued too late,
so the incumbent had already left for a job in Brussels. Then an
expert from our nods abroad should take part in EU-commissioned
research - and was denied visa for weeks. Eventually 2 important
project meetings took place without them. While the Ministry of
Interior Affairs laconically regrets the "inconveniences"
and refers to the "legal status quo agreed in Parliament",
the Chamber of Commerce in the words of its president Christoph
Leitl states that "Austria must become an attractive immigration
country for qualified foreign workforce". At present, the damage
for navreme due to the lack of qualified collaborators is reaching
several 10s of k€ - and the political discussion points rather
to a further tightening of immigration rules.

Analysis for European Cultural Foundation rescheduled
In meetings with director Gottfried Wagner and head of policy development
Isabelle Schwarz at the European Cultural Foundation in Amsterdam
it was agreed that a short briefing paper be produced instead of
a previously planned detailed research exercise. The brief, lead
by Jochen Fried on behalf of navreme, will try to perceive trends
in the funding policy of major European foundations active in the
fields of integration and culture. Cooperation with ECF is envisaged
to continue later, with a view to the Year of Intercultural Dialogue
2008.

European Commission recognises delay and speeds up payment
The protest letter by navreme on a series of utterly delayed payments
had a positive effect: the European Commission has investigated
three cases raised by navreme, and - while in the 2 more recent
cases final reports have not been handed in by coordinators - has
urged payment for the INTER project which ended in September 2005.
Payment will happen in the next few days.

Launch of research on European social model and higher education
In the first project meeting 19-20 March, in Nijmegen, a 2-year
research cooperation under the lead of Universitat de Barcelona
was started. It will investigate the role of higher education in
the enhancement of the European social model - as a completion or
alternative to the Lisbon agenda of global competitiveness. More

Applications for 3 (+1?) new projects

Financial crisis here caused by European Commission
navreme has participated in several EU-funded projects, 3 of which
finished in the last couple of years: INTER (Comenius - September
2005, on teacher training for intercultural education), MC-DIP (Minerva
- December 2006, on Multicultural Diagnostics Information Profiling)
and EVAL4 (Leonardo - September 2006, on testing of evaluation tools).
We have delivered ALL deliverables, and fulfilled ALL contractual
obligations. ALL products have been considered as high quality,
and were selected as model projects or for European Awards. ALL
necessary documentation was submitted in time, and in the correct
EU-required formats. For INTER we are waiting for the final payment
of ~ 12,000 EUR; for MC-DIP we are due the final payment of 11,600
EUR; for EVAL4 we wait for a interim payment of 7,000 EUR - and
do not even know when we can think of a final invoice.
We covered all expenses, and paid our collaborators long ago. Due
to the liquidity crisis, we had to reduce our staff, and decrease
running costs. As invoices were sent for all of these, we even paid
tax and social security for these sums - but still lack the money,
let alone interests! Actually this means nothing less than the European
Commission has a debt of 38,000+ EUR with us, and is jeopardising
the existence of the SMEs it claims to support and works with...

Team workshop on EU migration evaluation
The expert team who will carry out desk research, interviews, surveys,
case studies and field trips to investigate the outcome of the first
three years of EU migration policy met in Vienna. After a meeting
on method at the navreme premisses, a pilot interview with Caritas
Austria (on a migrants support project in Ukraine), and de-briefing
with Dr Perchinig from the Austrian Academy of Sciences were held.
Contractor CSES from the UK (Jack Malan and Annamari Salonen) will
be assisted by a Russian NGO and navreme (including Fatma Mizikaci
who could not assist the workshop due to visa problems).

Macedonian students of economics in Vienna
Students from Macedonia are in Vienna to complete their courses
on leadership and teamwork, which are offered by "cajtig",
the Skopje-based node of navreme. On 03 March, exams were held by
an international commission of academics and experts, and feedback
on written works was given - before certificates of achievements
were handed over to 19 successful (of a total of 23) participants.

New requests in Turkey
Dr Mizikaci’s efforts bear fruit already: navreme türkiye
received a request from the state treasury office to train their
personal on strategic planning via practice-based workshops. Navreme
is now preparing a proposal with suggestions for the training process,
which should be followed by practical advise on the strategy production
according to the state planning organisation (DPT) and EU regulations.
Moreover, AK Energi, an energy company in Istanbul has aked for
support to produce a tender dossier for a EU project which they
want to apply for.

INTER Guide wins yet another award
The INTER Project on intercultural education, already laureate
of the European Evens Award for intercultural education in 2005
(see press communiqué), was again premiated. For its "INTER
Guide" on intercultural education (initial and continuing training
materials for teachers), it was conferred the Premio AULA of the
Spanish Ministry of Education and Science. AULA is awarded to "the
best educational materials of the year (2006)". The INTER Guide
is available in several languages from the web-sites of navreme's
project partners Universidade do Porto and UNED in Madrid.

Jochen Fried, Anna Glass and contributions from all continents describe
changes in governance, demography and research/teaching tasks, with
remarkable differences between the continents. As author Daxner
states: "we tend to speak of the university. The idea has proven
to be stronger than the effects of real diversification ... and
its future? It seems that the future has become either an extrapolation
of the present into infinite space and time, or set of scenarios
which reflect more of our fears and hopes than our options... indeed,
has the university a future?". Forthcoming volume 7b will exemplify
the themes raised on vol. 7a with concrete examples from Europe.

Peace at a Glance - by Jan Øberg
Jan Øberg, peace activist at the Transnational Foundation
for Peace and Future Research in Lund, and teacher colleague of
Mr Baumgartl at the European Peace University in Schlaining, has
published yet another relevant insight ("treasure") into
peace development: "Peace is to develop security and secure
development of the whole human being and all human beings. It weaves
together a series of ‘balances’ – inner and outer,
self- and other-reliance, material and spiritual – as well
as conflict and consensus.
Peace is a permanent process that takes its point of departure in
some model of human and social needs within cultural specificities
and ‘cosmology’.
Peace is compatible with conflict but not with violence. Thus we
need a global, multicultural and multi-dimensional approach to violence
prevention, not conflict prevention.
This is best achieved by education and dialogue and deep respect
for the idea of unity in diversity in contrast to the violence-prone
idea of one peace imposed in uniformity. Rather than a single peace
we need many peaces weaved together like a patchwork."

Preparatory talks for Bulgarian joint-venture
Dr Baumgartl met network partners in Bulgaria last weekend. Planning
moved ahead to found a joint company, with its seat in Dalbok Dol,
a town in the Balkan mountains. Together with long-term collaborator
Dr Pantaleev, a visit was undertaken to review progress in setting
up the future headquarters.

The bilingual Vol 6 of our publication series is in print: Racism:
A Teenagers' Perspective. Results of Preliminary Research from Madrid
[ Racismo, adolescencia e inmigración. Imágenes y
experiencia del racismo en adolescentes y jóvenes ]. Authors
are from the Grupo INTER in Madrid, researchers from UNED, Universidad
Complutense and CSIC, with a prologue on “Denied Racism or
Diversified Racialisation?”, by Bernd Baumgartl. The book
will be published as navreme|publications No. 6, ISBN 9989-50-048-5,
Madrid/Vienna, February 2007.
Given the rejection of race-based discourses by many Europeans,
the findings of the present (bi-lingual) study by the INTER group
are surprising, and shocking. The interviews carried out in schools
in Madrid, Spain, are clear: Youngsters emphatically state that
they
1) are exposed to and involved in acts of racism on a regular basis,
2) understood the mechanisms of racist attitudes and behaviours,
although they can not explain why racism is present in our society
and they do not really know how to cope with racist situations,
and
3) - most striking – they do not talk to adults about it,
as students contend that adults make racial problems worse. The
statements of Spanish students indicate that racism continues to
be a European problem. Obviously, although biological human races
do not exist, it is equally clear that large numbers of people still
behave as if they do.

Presentation in Brno on EU Democratisation
At the Moravian EU Centre, Bernd Baumgartl participated in a public
conference together with newropeans president Franck Biancheri (Paris)
and Zdenek Zalis (Prague). In front of an audience of predominantly
students, the speakers addressed the current crisis of the EU, the
incapacity of the system to exit the institutional blockage, and
ways out via bottom-up citizens involvement.

virtual university and e-portfolios
navreme, with the support of a number of network partners and organizations,
has the intention to build a university in Second Life, and to offer
higher education, i.e. seminars, workshops, courses and –
in the long run – also study programmes. Navreme would welcome
the cooperation in the development, and implementation of existing
and new e-learning offers in the “navreme university SL”.
Today’s student generation is growing up with a substantially
different approach to virtual and immerging environments. A recent
non representative sample in a seminar with US-college students
resulted in 80% of students holding and using their membership in
such environments. For them, formal and informal e-learning is daily
practice, and the difference between real world e-communication
and virtual world communication is hardly existing. In 5 or 10 years,
learning via virtual media will the overwhelming norm in many learning
processes (predominantly in but not limited to the “first
world”).
Education in immerging environments will definitely by an issue
and offer broad opportunities. However, education offers in SL are
so far highly informal and non-formal. Serious, acknowledged, and
recognized academic offers do not yet exist. The combination of
bringing demonstrated HE and training expertise from the real world
into the emerging world of immerging environments is thus an innovatory
approach.
e-portfolios are the logical extension tool for virtual learning.
Our partners factline and Pontydusgy have ideas and experience with
e-portfolios (see Graham's recent posting).
Eventually, there is even a vision is to get this virtual university
- and its real learning offers - accredited by a real world accreditation
agency under the quality standards of the Bologna Process…

Dr Frankie Hutton re-publishes book on black press
Early Black newspapers in America were an inspiration to all who
cared to take note of the bevy published mostly out of New York
City during perlious times. navreme associate Frankie Hutton in
her re-issued book THE EARLY BLACK PRESS IN AMERICA does an exceptional
analysis of the editors' intent and the undercurrents of their democratic
idealism as applied in such forerunners as Freedom's Journal, The
Colored American and The North Star. This is why many of us in Europe
are inspired by the spirit and conscience of African American newspapers
that have managed to stay alive for nearly 200 years.

ICT task in EU project for navreme boheme
navreme boheme was selected to execute a package of ICT tasks for
the EU-financed project "Educational Competency Assessments
Core Competency Framework for the €uropean Financial Advisor"
(€FA). Aims of the project are: 1. elaborate the knowledge
based educational curriculum, accreditation and certification system
currently employed by the European Financial Planning Association
by creating a full competence framework for financial planning advisors,
and; 2. produce a clear, and easy to use educational competence
assessment matrix for educational program providers. This will facilitate
educational program development, design of assessments and accreditation
of educational programs across Europe.

Dr Mizikaci increases engagement with navreme
Since 01 February, Dr Fatma Mizikaci, programme director of navreme
in Ankara has started to work for navreme türkiye, the Turkish
nod of the navreme network, on a permanent basis. In order to further
enhance the navreme programmes and activities in Turkey, she reduced
her teaching assignments to a fortnightly supervision of graduate
students at Near Eastern University in Northern Cyprus. Trainings
and expert services offered in Turkey and Northern Cyprus range
from EU programmes to Higher Education consulting, as well as capacity
and institution building.

2 Evaluation Briefs sent to EU projects
2 periodic evaluation briefs were produced and sent to ongoing
EU-Leonardo projects by the navreme team (Petra Jedlicková,
Fatma Mizikaci and Bernd Baumgartl): EB1 to the recently started
TT+ (navreme KEG, Vienna), and EB4 to DEQU (navreme boheme, Prague).
Via an innovative method of assembling "use cases", TT+
investigates the continuing professional development of trainers,
while DEQU develops key processes for stakeholder relations of universities.

Watch the Enemies of Democratic Society!
The Austrian League of Human Rights approached navreme to design
a research exercise on the "European Democratic Society and
its New Enemies", which should document and analyse existing
threats for democracy and Human Rights in Central Europe. New enemies
for democracy and human rights seem the have spread and consolidated
at the beginning of the 21st century. This is why the first draft
of the joint activity proposes to a) understand the size, character
and potential growth of right-wing extremists in Central Europe
since 2000; b) document their main activity, influence and impact
on public discourse and politics; c) draw attention to the threats
and consequences of accepting (and fighting) right-wing groups;
and d) develop counter-measures and policies to protect, enhance
and develop democratic society and the application of Human Rights.

Book on Megatrends in University forthcoming
Under the editorship of Jochen Fried, Bernd Baumgartl and Anna
Glass, volume 7 of the navreme publications series will address
"Megatrends in Higher Education: Lessons from Practice and
Challenges for 21st Century". It touches on the areas of governance,
stakeholders, demography, and looks beyond research and teaching:
"We tend to speak of the university. The idea has proven to
be stronger than the effects of real diversification, and even in
serious debates the questions what a real university has to be are
not infrequent. And future?" reads a contribution by Michael
Daxner, former president of Oldenburg University. Contributions

The Leonardo project €FA is developing a new pan-Europe qualification
for Financial Advisors (who work with insurance, banking and savings/investments).
The project is led by the European Financial Planning Association
(EFPA) and CamProf is the international coordinator. navreme boheme
will send its proposal to create a website offering the project's
core competence framework and Educational Competence Assessment
tool.

Active partners in Turkey and Northern Cyprus
navreme türkiye is in cooperation with plus akademi to recruit
courses on EU project management for Turkish companies. Plus akademi
has contacts with Kayseri Ticaret Odasi and TR Ministry of Education
to take on navreme türkiye seminars on regular base. Dr. Mizikaci
had a meeting with the vice presidents of the Near East University
in Cyprus to set up long-term relation on joint masters programs
on peace studies and conflict resolution in Cyprus with an international
consortium. navreme türkiye is also on the way to apply for
UNDP and EU programs to realize EU training courses in Northern
Cyprus. The presidency of the Cyprus Turkish Chamber of Industry
in Nicosia has proposed navreme türkiye coaching and a tailor
made model consultancy for EU project management for Northern Cypriot
companies. navreme türkiye's trainers are putting forward a
new model to sign up this proposal.

What to learn from 5 Factories in Venezuela?
"5 fabricas" is a impressive documentary film, made in
Venezuela. It describes the management of these former idle factories
which is now completely in the hands of the workers. In assemblies,
they define the factory's objectives (e.g. instead of serving the
international market support the region, instead of profit create
welfare in the community, or instead of efficiency reduce worktime).
The success and empowerment of these workers is striking. Many things
spring to mind when thinking about their potential application at
navreme: social and cultural aims, co-decision-making, quality of
life, etc. For a start, our "philantropy" was re-named
"social engagement".

Journalist Corinna Milborn wins Kreisky-Award
Corinna Milborn, the editor of Liga, the magazine of the Austrian
League of Human Rights (of which navreme is a member), has been
awarded the prestigious "Kreisky Award for the Political Book".
Indeed her book "Gestürmte Festung Europa" (Stormed
Fortress Europe) points to the very source of European problems:
immigration which is hence unwanted and impeded, hence accepted
and needed. The increasing lawlessness and precarity of millions
of foreigners working in the EU is reinforced with the construction
of concentration camps for refugees-to-be outside the EU borders
(budget line EU migration policy!). Indeed - there is no (im)migration

Worrying signs - extremists profit in TR and EU
The killing in Turkey of a marvellous man by a 17-old boy alone
(??) is of course a welcome message for all kinds of extremists,
inside Turkey and in the EU. The Turkish army will underline the
security threat - hence a stronger role for them; The anti-Turkish
forces will point to the lawless state in Turkey; The nationalists
triumph; The Islamists underline the need for national unity; etc.
The only ones who lose are those interested in cooperation, de-escalation,
dialogue. Who will dare to raise the issue of a (always preceded
by "so-called") genocide or not in Turkey, if this incurs
a mortal risk?? However, it is the Turks who need to sort out their
history and identity, foreign interference will only cause an outcry.
If the USA follow indeed France in officially condemning denial
of an Armenian genocide in Turkey, anti-modernist and nationalist
forces will grow even stronger. It is a unhealthy spiral, and the
way out ever more complicated.

Bronner and Dink dead
Today both Gerhard Bronner died in Vienna and Hrant Dink was killed
in Istanbul. The Austrian cabaret artist told this story recently:
A man enters a room, shits in its centre, and leaves. Another man
enters the room, and notes: "It stinks!" It is the latter
one who is the Nestbeschmutzer (somebody putting dirt on one's one
nest, i.e. criticizing his own people, nation, country). Let us
continue to denounce those who talk or bring shit, and honour those
who raised the issues and will be badly missed, like Bronner or
the Armenian-Turkish publisher and "offender of Turkishness"
Dink - RIP (17 January 2007).

Social Integration and Prevention of Racism - Research
A joint three-year project of Spanish universities, navreme and
the Council of Scientific Research (a Spanish academy of sciences)
CSIC has been approved by the Spanish Ministry of Education and
Science. Under the leadership of navreme's scholar in residence
2006, Dr.a Margarita del Olmo Pintado, "Strategies of Social
Integration and Prevention of Racism in Schools" will be investigated.
The project follows on research undertaken in 2006 in Spanish schools
which found high levels of racism amongst students (see announcement
of 09 January below), and is also related to the EU/ALFA-funded
expansion of previous work in Intercultural Education to Latin America
- (14 January 2007).

Course for Macedonian students - 4th edition
The forth edition of economics courses of our Macedonian node CAJTIG
has started in autumn 2006: "Through Training To Business Excellence"
(TTBE 4), together with the second-level "Leadership in Enterprise"
(LEAD 2) and "Enterprise Success by Teamwork" (TEAM 1).
TTBE 4, LEAD 2 and a course for "Management for Dentists"
were launched in Sofia in October, and continued for the whole winter
semester in different Macedonian cities. The final session is planned
to be held on 25-29 January (13 January 2007).

Training Assignments in Schlaining, Krems, Torino
Bernd Baumgartl has been asked to act as a lecturer in intercultural
competences within a MA programme at the Danube University in Krems
(AT). His session is scheduled end April 2007, and will focus on
the experiences of navreme in transnational/European projects and
assignments. The course is announced at the university's web-site.
Other teaching assignments are again at the European University
of Peace Studies in Schlaining (AT), and the ILO Training Centre
in Torino (IT) - (12 January 2007).

More training in Turkey
Dr Fatma Mizikaci, programme director of navreme's activities in
Turkey and Northern Cyprus (navreme türkiye), is organising
further delivery of our training course "Tips and Tricks on
EU programmes and tenders", and new offers to Turkish companies
and organisations for advanced training by our Turkish trainers
(11 January 2007).

Publication on Racism
The findings from interviews carried out in schools in Madrid (ES)
in 2006 by the INTER group are surprising, and shocking: Youngsters
emphatically state that they 1) are exposed to and involved in acts
of racism on a regular basis, 2) understood the mechanisms of racist
attitudes and behaviours, although they can not explain why racism
is present in our society and they do not really know how to cope
with racist situations, and 3) - most striking – they do not
talk to adults about it, as students contend that adults make racial
problems worse. The results of this study are in the process of
publication ("Racism: A Teenagers' Perspective") as volume
6 in navreme's series (09 January 2007).

ISP Salzburg
For the third time, navreme started the year in Salzburg. As part
of the international faculty, Dr Baumgartl conducted a seminar day
during the Salzburg Seminar's International Study Programme (ISP)
session 16. Under the title "Colleges as Sites of Global Citizenship:
America and the World" some 50 college students and their faculty
from the USA gathered in Leopoldskron Castle. The objective of the
programme is for Community Colleges and State Universities to learn
about, and prepare for, opening their campus and curricula to a
global dimension. The section of the seminar run by Dr Baumgartl
was on the themes "Global Responsibility, Human Rights, Intercultural
Education" (04 January 2007).
