navreme's trip to China is now ensured and organised. Dr Baumgartl will visit some of the most prestigious Chinese research and higher education institutions to discuss possible future cooperation in the fields of innovation in education, lifelong learning, regional policy and European Union affairs. Lectures and presentations have been scheduled amongst others at the University of Beijing (on "Xenophobia and Racism in Europe"), Fudan University in Shanghai (on "Education Policy in a Deepening and Enlarging European Union"), and with the Center for Research on Education in China (CREC) at the University of Hongkong (on "Innovation in Europe's Higher Education"). The trip is taking place from 26 December 2001 to 15 January 2002. (20 December 2001)
A Council of Europe conference on 6-7 December 2001 in Strasbourg addressed the theme "Education for Democartic Citizenship". A full session and working groups were dedicated to the results of the Stability Pact Quick Start Project on the same theme in South-East Europe. The Regional Report, produced by Harrison&Leimon Associates in Scotland and navreme, was well received by the participants. In the coming years, EDC will be a focus of work for the Council of Europe, and on the basis of the methodology developed for the SEE project, country studies will be produced in all CoE member states. The first workshop of the EU FP5 project Eurone&t took place in Vienna on 2-4 December 2001. The ownership of the project was extended to all core partners, and important decisions and planning for future work took place. navreme will be in charge of the preparation of the next workshop, planned for 23-24 April 2002, in Varna, Bulgaria. The European Institute for the Furthering of Democracy (EID - www.eid.at), a clearing-house for projects generated by NGOs in the European states not as yet belonging to the European Union, has appointed Dr Bernd Baumgartl, executive of navreme, its Deputy President. EID's mission starts from the conviction that peace in Europe and open society should not be taken for granted but must be achieved by all concerned. To contribute to peace and open socities in Europe, to construct civil society, and to develop democracy in Europe are thus the objectives of EID. One of EID's prime functions is to be the mediator between potential fund-givers in the EU and fund-receivers on the Balkans, as well as in Central and Eastern Europe. EID's "primary project" in this endeavour consists of the Electronic Network for Democracy (END), also known as "European NGO Directory" (www.europe.or.at), aiming at establishing a trans-national network on the World Wide Web of democratically-minded non-governmental organisations across Europe. EID, of course, is a non-profit & non-governmental organisation in its own right. (21 November 2001)
A project under Socrates is being evaluated at the European Commission: International methodology for Accreditation of Prior Experiential Learning in Lifelong Learning (ECTS-ILLL). This project will extend and deepen the development work being undertaken on the adaptation of the European Credit Transfer System [ECTS] to the needs of Lifelong Learning. It will test a flexible accreditation and certification system, common tools and methodologies to improve employability by 1) acquiring or updating their general skills, 2) enhancing capacity to enter or re-enter formal education, and 3) increasing capacity to play a full and active role in society and develop their intercultural awareness. To these ends, an International Thematic Network to improve systems of credit for experiential learning will be created, of which navreme is a member. (18 November 2001)
Cedefop, the EU's agency for vocational education and training in Thessaloniki (www.cedefop.eu.int) selected navreme's bid under the recent Call for Applications for the Research Report. Under the activity "EVALUATION OF EU AND INTERNATIONAL PROGRAMMES RELATED TO EDUCATION AND TRAINING - CASE STUDIES", the bid foresees case studies of educational evaluations at the EU, national and regional level. Olga Ilyina, John Konrad, Helmut Schramke, Tsako Pantaleev and Bernd Baumgartl will carry out the study until 11 June 2002. (14 November 2001)
The Universities Project of the Salzburg Seminar (University Project) held its fourth symposium of 2001, and nineteenth overall, from November 7-11, 2001. It featured the gathering of senior university administrators and higher education experts from Central and East Europe (CEE), West Europe, and North America. Given the crucial role of the university in both developed countries as well as societies in transition, the Universities Project has chosen the theme of "The Social and Civic Responsibilities of Universities" for its 2001 programs. This theme in fact derives from the fifth of the Project's core themes, that of the role of the university in the emerging civil society. Helmut Schramke and Bernd Baumgartl were invited from navreme. A special focus was set on Higher Education in South-Caucasia, given the co-financing (brokered by navreme) of the Austrian Ministry of Foreign Affairs's East Co-operation (www.bmaa.gv.at/eza/index.html.en. Representatives from the State Universities in Tbilisi (Armenia), Yerevan (Georgia) and Baku (Azerbaijan) participated at the session, and will receive a visit of the Visitor's Programme in 2002 (April for Tbilisi, September for Yerevan, and October for Baku). The second workshop of the twin Leonardo projects CERN and EVAL took place on 2-3 November 2001 in Pireus (GR). A review of a wealth of ongoing activities was followed by group work on the key issues papers and handbook for evaluators. The creation of a jont steering committee for both projects was agreed, to which Brian Dillon (NEXUS, Dublin, temporary chair), Graham Atwell (KnowNet, Wales), Jenny Hughes (CRED, Wales), Michela (NJM, UK) and navreme's Bernd Baumgartl were appointed. The next network meeting will take place in Salzburg, as a joint activity with the Salzburg Seminar's University Project (5 November 2001).
On request of the Austrian Ministry for Public Service and Sport, navreme has submitted a proposal for a feasibility study (title: "Handmade or Ready-to-Wear") concerning the introduction of e-training for public administration. Until the end of the year, the Ministry will receive an overview by Helmut Schramke and Bernd Baumgartl of do's and dont's when introducing an e-learning system, and how to motivate managers to make best use of it. The proposal will base itself also on pre-existing intranet and internet provisions within the Ministry www.bmols.gv.at, and capitalise on the successful government site for citizens help.gv.at (24 October 2001).
The accompanying measure "Cluster LEARNING IN LEARNING ECONOMIES" within the EU's Fifth Framework Programme holds its first workshop at the European University Institute in Fiesole (Firenze, Italy - 19/20 October). Dr Baumgartl was invited as a member of the projects's external experts pool to discuss issues like "Globalisation, innovation and learning: new perspectives", "Visions and views about knowledge and learning from the perspective of the European learning citizen", or "The learning society at work; critical dilemmas for knowledge management and learning environments". The project is co-ordinated by navreme's associate Dr Michael Kuhn from the Bremen Forum for European Regional Policy. (18 October 2001).
For the evaluation of the NARIC Network on Recognition in the field of Higher Education www.enic-naric.net, a meeting took place on 15 October in Brussels with the European Commission and Steering Committee. Marco Lorenzoni and Bernd Baumgartl for navreme participated on behalf of the Pragmatic Network of European Evaluators (www.navreme.net/pragmatic.htm), which was contracted by DG EAC. They presented the evaluation methodology, and were briefed on specific needs of the contractor. 30 NARIC centres will be sent a questionnaire, and 7 case studies on AT, NL, UK, IT, NO, CR, and BG are planned. The Bologna Process is the main driving force behind the current changes of Higher Education in Europe. A draft report is foreseen for spring, and a final report for summer 2002 (16 October).
In a supplementary session to the Austrian Foreign Ministry's project on Social Partnership in Romania, a 3-day concluding seminar was held in Bucharest. With the Council of Social and Economic Affairs (CES, www.ces.ro), day 1 was dedicated to interactive organisational mapping with navreme's tool INORMA. Day 2 focused on modern techniques and practicies of personnel management, and day 3 saw a public round-table discussion on "training as a task fo social partners". The seminar's highlights were enthusiastic participation by CES, successful projecting of designer Camilla Torna's live-drawing of CES-Land, and intensive briefing with the state secretaty and CES president Giurescu. On 8 and 9 October, the Romanian National Adult Training Board (NATB) and navreme ran a seminar on social partnership and organisational development. Joint planning of tasks and strategies, epitomised in the development of NATB's mission statement: "NATB is the Social Dialogue Forum which promotes lifelong and quality training, and contributes groundwork to policies and strategies in the field" (11 October 2001).
In the framework of our ad-hoc network of evaluators registered with the European Commission, we were selected to carry out the evaluation of the NARIC-network set up under the SOCRATES programme. navreme, and its partners Bridges (BE) and John Konrad Ass. (UK) will undertake the evaluation together with other partners of us in the Czech Republic, Bulgaria, Italy and Norway amongst them navreme's associates Petra Jedlickova (CZ) and Tsako Pantaleev (BG). It has as main objective the evaluation and consensus making regarding the possible Actions and Priorities in terms of: development and collaboration on Information Society between East and West European key decision makers. A total of 250 DELPHI experts in ENERGIA (200 from Eastern countries 50 from West Europe) has accepted to participate in ENERGIA Delphi Study. They will play a key role in ENERGIA. The DELPHI panellists have been selected on the base of their recognised expertise by ENERGIA partners of their country. (26 September 2001).
Our FP 5 research network sponsored by the European Commission, DG Research, has started. A meeting of the Steering Committee took place in Bremen on 16-17 September 2001. Together with University of Bremen (DE), National Training Fund (CZ), and Tavistock Institute (UK), is coordinating the 26-partner 20-countries project, and will direct a Thematic Domain. The overall research question is "What will change in EU Education Policy vis-a-vis the deepening and widening of the EU?". More information is available here: Eurone&t. (17 September 2001). navreme has bought an office! Today the contract of acquisition was signed, and transfer of activities is planned for before the end of the year. The new headquarters are located in the V. District of Vienna, at Margaretenstr. 99/8. The office will serve also as working space for associates, and meeting space with partners and clients. It is partly subsidised by the Vienna Fund for the Enhancement of the Economy, and the Austrian National Investment Bank "Bürges".

Bernd Baumgartl from navreme has been asked by the consulting firm "human dynamics" to produce another project application for the East Cooperation (OZA) of the Austrian Ministry of Foreign Affairs: "Promotion of Women Entrepreneurship and Entrepreneurship Development of Umemployed". The one-year project starting in November/December is about development of entrepreneurship in Bulgaria. There will be training of trainers, and a small fund for start-up initatives. Activities are mostly based in the regions of Vratsa (unemployed, mostly women, based at chamber of commerce) and Sofija (women, a centre for women Entrepreneurship to be set up). Objectives for the new Centre are: organisational development, marketing and PR, development and implementation of measures, national and international networking, and financial aspects like fund-raising etc. (13 September 2001).
Neither Bin Laden - nor Bush! navreme and its partners are appalled by the primitive and dangerous reaction of the USA and their allies upon the horrendous killing in New York and Washington. As our Letter to the Editor published in toady's "Times of India" states: "Against the erroneous declarations of all our political and military leaders (invoking an "evil" future), we must strongly support our conviction of the feasibility of peaceful co-existence, and the authentic "good" in all societies and human beings" (see full text at ToI, 11 September 2001).
The PAR Workshop in Belgrade (see announcement below) was successfully held on 6-7 September. A high number of high-level participants agreed on main principles of PAR, suggested most urgent and important curriculum areas, and produced an action of plan for the (future) Institute of Public Administration. A third day was dedicated to discuss "e-government". The positive interactive working climate and feed-back suggest that follow-up cooperation with navreme is likely. (8 September 2001).
The Workshop "Setting Up an Institute of Public Administration" in Belgrade (6-7 September) with the Civil Service Council and the Government of Serbia is its final planning stage. Tim Sims, Helmut Schramke and Bernd Baumgartl from navreme, together with Anita Weiss-Gänger from the Austrian Verwaltungsakademie (www.vab.ac.at) - VAB International) will facilitate the planning and decision-making of Serbian officials. Crucial reform questions like demcratisation, lustration or de-centralisation are at stake, and will be confronted with experiences in other transition countries. All this is of utmost relevance for the objectives and role of the planned Institute.

A new project by the University of Bremen's Forum for European Regional Research (BFER) was recently top-ranked by the European Commission's evaluators: "Towards the European Research Arena". Proposed as an Accompanying Measure, the project will investigate the lessons learned and the added value of the "European Dimension" of socio-economic research projects under the 4th and 5th Framework Programmes for Research and Development. navreme is one of the expert organisations invited to participate in this transnational EU research on transnational research.

Designer Camilla Torna is trying to meet the usual high functionality and userfriendliness of KnowNet with transparency and elegance. Will be online soon!
(25 July 2001). Bernd Baumgartl has been teaching again at the Summer University (SUN) of the Central European University (CEU - www.ceu.hu) in Budapest from 30 July to 10 August. The course was named Intercultural Citizenship: the South-East European Context. Co-lecturers are Cesar Birzea (University of Bucharest, Romania) Miroslav Kusy (Comenius University, Bratislava, Slovak Republic), and Vedrana Spajic-Vrkas (University of Zagreb, Zagreb, Croatia) - (23 July 2001).
Proposals are being elaborated by network members on e-learning (following a Call by the European Commission), and the evaluation of the NARIC network on accreditation of Higher Education. For the latter, navreme is part of an ad-hoc network of evaluators, shortlisted by DG Education and Culture (18 July 2001).
Public administration reform is a main issue for the new government in Serbia. Within an Austrian expert delegation sent by the Academy for Public Administration in Vienna, Bernd Baumgartl and Helmut Schramke from navreme were invited to a strategic planning workshop in Belgrade, scheduled for 7-8 September. Apart from the Council for Public Administration Reform, Ministers and key decision-makers will participate. More to come on this one! (11 July 2001).
As a member of the Steering Committee of the EU research project E-VAL, financed under the Leonardo programme, Bernd Baumgartl participated in a strategic planning workshop for project activities. The meeting took place from 8 to 10 July in Dublin (Ireland), and resulted in decisions on the corporate design, ethics, graphic appearance, and structure of E-VAL in the web and in reality. Further meetings and conferences were schedulded. (5 July 2001).
Under the Stability Pact, the Council of Europe project "Education for Democratic Citizenship and Management of Diversity", Ilo Trajkovski and Bernd Baumgartl from 28 June to 3 July will conduct site visits to the research teams in Belgrade, Novi Sad and Podgorica. The mission is undertaken together with Professor Ilo Trajkovski from Skopje University, and Michela Cecchini from CoE headquarters in Strasbourg (www.coe.int). Meetings, workshops and seminars will raise awareness about the research, and disseminate first findings. (26 June 2001). Bernd Baumgartl was called for by the Irish Consulting Group FAS (www.fas.ie) to collaborate in a Phare Project Preparation Facility in Bulgaria, BG 9919-02, "Investment in the Vocational Training Infrastructure". From 26 May to 2 June he had meetings at Ministries, with experts, and undertook a fact-finding trip to North-West Bulgaria (Vratsa, Montana, Vidin) in order to finalise the selection and prepare the participation of vocational schools in the programme. As of September, these schools will become regional adult training centres, to deliver skills needed on the labour market, prepare people for lifelong learning, and contribute to Bulgaria's regional socio-economic development on its way towards accession to the EU. Together with the Centre for Social Innovation (ZSI, Vienna, www.zsi.at), navreme will conduct the accompanying evaluation of a EU project under the programme "Culture2000": IT Cathedral. The project is co-ordinated by the Building Master of St.Stephen's Cathedral in Vienna (Stephansdom), further participants are the cathedrals of Regensburg (DE) and Urbino (IT). The project aims at a digitalisation of data such as surface, building state and repair needs. The evaluation will focus on the human interaction and consequences of IT introduction. A report is due at project end, in December 2001. (22 May 2001).
The evaluation of proposals under the EU Vocational Education and Training Programme "Leonardo II" is underway. For navreme, John Konrad and Bernd Baumgartl have been called by the European Commission's DG Education and Culture to serve as evaluators. They participate at the evaluation session of the spring call 2001, organised by the Technical Assistance Office ( www.socleoyouth.be) in Brussles from 14 to 18 May 2001. (11 May 2001).
Sub-table 1 of the Stability Pact, on "Human Rights and Democratisation" is sub-divided into several task forces. The task force on education and youth, chaired by Austria, has set up working groups, one of which focuses on "Education for Democratic Citizenship" (EDC). Its latest meeting took place in Sarajevo, the capital of Bosnia and Herzegovina, on 6-7 May 2001. Bernd Baumgartl from navreme reported the work undertaken by the Quick-Start project on "Stocktaking in EDC" in 10 SEE countries, after having participated in a workshop the days before. Dr Baumgartl also spoke at a panel discussion on the future priorities of the Stability Pact in this area. (8 May 2001)
For the fifth time, navreme is (partially) involved in a project under the Stability Pact for South-East Europe (www.stabilitypact.org) - after helping to design teacher training in Montenegro, the Kosovo Education Centre, a network of training firms, and analysing country reports on Education for Democratic Citizenship. The current project is to be financed by the Austrian Government, and targets Tourism training institutes in Albania, Bulgaria and Romania. The project proposal is finetuned mainly by Helen Addison on request of KulturKontakt (www.kulturkontakt.or.at), Austria's expert organisation for educational and arts co-operation with CEE and SEE. (2 May 2001) navreme's report on new technology and media in Central and Eastern Europe has been delivered in a first version to id-media, the German new economy giant. Based on input from an own network of national experts, it covers Bulgaria, the Czech Republic, Croatia, Hungary, Romania, Slovenia, the Slovak Republic, Ukraine, and Yugoslavia. Strategic Considerations on New Media and collaboration with CEE at different levels is followed by first investigations on the activities of international or multi-national firms in CEE, an indicative Identification of NTM market potential and existing needs, a selection of relevant and competent firms in the target countries, and comparison, concluding remarks and recommendations for next steps. (11 April 2001) Helen Addison and Bernd Baumgartl participated at the starting workshops of 2 EU-Leonardo projects, recently awarded to a network of EU institutions from 12 countries. While "CERN" will focus on the exchange and development of up-to-date instruments and tools for evaluation, the "E-val" project will develop a portal for the evaluation of educational projects and programmes, including electronic tools. The workshops took place in Leeds in co-operation with Leeds Metropolitan University, and navreme's partner John Konrad. (8 April 2001)
In Bucharest, 26-30 March saw the completion of a co-operation project in Romania, financed by the Austrian Ministry of Foreign Affairs. Implemented by human dynamics from Vienna, the project targeted the enhancement of Social Partnership in Romania and of its Social and Economic Council (CES - www.ces.ro). Within an international expert team, Loredana Prislopan and Bernd Baumgartl from navreme implemented a course on organisational development. The results and feed-back proved unusual success, given that all pilot activities (round-table discussions, www-development, internal staff meetings, Leonardo proposal and a draft law) were executed by the beneficiaries, and a high degree of motivation was achieved. The Austrian Ministry of Foreign Affairs has approved navreme's report on needs, priorities and strategies for educational projects in Caucasus and Central Asia. Bilateral funding will support projects such as University Management and Evaluation, a research platform to foster co-operation between the EU and target countries, or a training for conflict resolution in the Caucasus - project description are being elaborated now at the request of the Ministry. (21 March 2001) Cedefop, the EU's agency for vocational education and training in Thessaloniki (www.cedefop.eu.int) held its 13th Agora on 15 and 16 March. This research platform addressed the issue of the Learning Region". Tsako Pantaleev and Bernd Baumgartl gave presentations on behalf of navreme: While Dr Pantaleev focussed on the experiences in regional development in Bulgaria, Dr Baumgartl addressed the need to "de-ethnicise" the concept of region in South-East Europe for socio-economic progress. (18 March 2001) Eurone&t, the thematic network under the EU's 5th Research and Technological Development Framework Programme (FP5 - http://europe.eu.int/comm/research/fp5.html) has recently been approved by the European Commission. Eurone&t reached unusually high rating by the independent evaluation panel (84%). navreme was strongly involved in the drafting of the proposal. The research focus is on EU education policy vis-à-vis the challenges of deepening and widening. Mr Baumgartl will serve as a member of the Steering Committee of this 26-partner and 20-country European research. Activities will start in summer 2001, and will last until autummn 2003. The Open Society Foundation in New York and the Institute of Educational Policy in Budapest (see www.osi.hu) selected navreme's offer to carry out the final evaluation of educational activities under the Crimean Integration Program. The program had been running since 1997, and is financed by the International Rennaissance Foundation (IRF) in Kyiv. Via educational, cultural, media and NGO activities, the program aimed at the integration of the Tartar people, Bulgarians, Armenians, Germans and Greeks. On-site visits in Ukraine (Lyiv, Krim) took place in February and March 2001, and will result in recommendations for future programming. (6 March 2001)
In February 2001, the Council of Europe (www.coe.int) invited Mr Baumgartl to participate as an expert in its Stocktaking Research on Education for Democratic Citizenship in South-East Europe. The stocktaking will finish in autumn, and will result in policy recommendations for the CoE Member States and the donor conference of the EU Stability Pact in October 2001. A first meeting took place in Strasbourg on 19-20 February 2001. (22 February 2001)
Under the EU's Phare programme, FAS International in Dublin (www.fas.ie), was selected to carry out a review of training needs and training institution capacities in Bulgaria. navreme is entrusted with analyses and site visits in the country's Central-Southern regions, to take place in May 2001. (30 January 2001) id-media (www.i-dmedia.com), one of the European market leaders in the field of new technology and media, has openend a unit in Vienna. This decision was heavily influenced by id-media's desire to embark on the Central and Eastern European market. navreme and its network of local experts are busy producing a first overview study on the considerations, competitors, clients, and collaborators the German firm will encounter there. Conclusions will contain tailor-made recommendations on the best approach for each single country (by end March 2001).
