Create a facility for the sharing of experience and expertise in project and programme evaluation amongst all its members. 2. Provide the basis for all or some of its members to enter into joint tenders and contracts in the European Union and elsewhere. 4. Facilitate the joint development of evaluation methodologies and methodological tools, based on shared network principles. 5.
